Job Description:
We are executing a strategic professional appointment within our core commercial leadership branch and are seeking an experienced, operationally authoritative Commercial Manager to govern heavy-industry structural project ledger pipelines and direct capital contract administration pathways in Dubai. 🔹 Key Responsibilities:
- Lead all commercial, cost engineering, and contractual activities across major high-value civil engineering and infrastructure construction projects.
- Manage extensive project budgets, enforcing strict project cost control, dynamic margin forecasting, and accurate monthly commercial reporting.
- Administer complex engineering contracts in strict accordance with standard FIDIC conditions and localized corporate governance guidelines.
- Govern commercial claims portfolios, defending variations management, preparing Extension of Time (EOT) justifications, and conducting final account negotiations.
- Monitor project cash-flow tracking pipelines and perform quantitative asset analysis to minimize localized commercial risk exposure points.
- Oversee multi-tier subcontractor administration setups, directing technical procurement activities and verifying strict commercial compliance files.
- Provide authoritative commercial guidance, legal risk parameters, and strategic financial decision support to site execution and corporate executive benches.
- Support comprehensive dispute avoidance and settlement mechanisms to shield the firm’s liquidity and preserve long-term stakeholder networks.
🔹 Requirements:
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, Commercial Management, Construction Management, or an equivalent engineering-financial discipline from an accredited institution, cementing an advanced theoretical grasp of structural asset valuation, contract law, and financial cost control models.
- A minimum of 12 to 15 years of verified, high-performance professional history running heavy-industry commercial desks, managing high-value contracts, or directing quantity surveying teams for premier principal contractors on large-scale infrastructure operations in the UAE or GCC.
- Advanced technical workspace data literacy with sharp capabilities generating complex mathematical tables, cash flow matrices, and cost-profiling sheets inside Microsoft Excel databases.
- Deep, comprehensive operational knowledge across the following primary functional dimensions:
- FIDIC contract frameworks, contractual provisions, notification protocols, and risk-allocation methodologies.
- Claims and variations management architectures, valuation logic, quantum analysis, and disruption cost calculation principles.
- Extension of Time (EOT) parameters, delay analysis methods, critical path assessment, and prolongation cost evaluations.
- Final account negotiations, closing steps, subcontractor balancing, liability releases, and close-out documentation rules.
- Budgeting and forecasting metrics, earned value analysis, project cost-to-complete formulas, and trend tracking.
- Cash flow management principles, revenue forecasting, collection optimization loops, and working capital preservation.
- Commercial reporting systems, project cost dashboards, variance tracking tables, and executive presentation models.
- Procurement and subcontractor management procedures, pre-contract profiling, buy-out strategies, and performance monitoring.
- Commercial risk management, contingency mapping, risk registers, mitigation planning, and legal exposure containment.
- Preferred qualifications include professional industry certifications such as MRICS, CIArb, or an equivalent credential, or a Master’s degree in a relevant specialized commercial engineering discipline.
